WACO -- Waco ISD took another big step heading into the 2012-2013 school year.

New attendance zones.

"This was necessitated by the closing of schools and the consolidation of schools last month because we're expecting a 3.4 million dollar shortfall from the state," said Dale Caffey, Waco ISD spokesman.

And officials understand pleasing everyone isn't easy.

"There's frustration out there for our parents when rezoning happens, everybody can't be happy. At the same time we want every single school in our district to be a quality school and we believe that we have the teachers in place at every campus to satisfy the needs of parents," said Caffey.

Part of the plan will send 180 kids from the Estella Maxey Public Housing Complex to other schools.

Parents of these kids will have the option of eight elementary schools to choose from.

"Children there have a variety of needs and obviously they come with a limited amount of financial resources and support resources. If we spread those children out over eight campuses we're better able to meet their needs," said Caffey.

So the next step...

"We want them to know which schools they're assigned to but we also want them to know that there are options out there to transfer if a space is available," said Caffey.

Parents also have the grandfather option which allows students to remain at their campus if they are entering fifth grade or have been on that campus for two consecutive years.
