The issue has been debated for years.
As of right now, close to 4,500 people use alley trash bins for pick-up.
The new law would mean changing to curbside collection.
Supporters of the alley pick-up fear curbside containers will clutter the streets, but city officials say, it could cut down on illegal dumping in alleys.
