4th of July 'hit & run' suspect arrested

Special Crimes Unit Detectives have secured the arrest of the suspect in the Hit and Run that occurred on the Fourth of July near Downtown Waco.

David Means, 19,  was arrested today in Bell County by the U.S. Marshal Fugitive Task Force.

Officers responded on 7-4-13 at 10:45 p.m., to a call of an Auto-Pedestrian at S. 2nd and Webster. Officers were able to determine that a vehicle, driven by David Means intentionally rammed another vehicle that was occupied by three victims. During the altercation Means also intentionally ran over a fourth victim, 42-year-old Alex Chappa, III.

David Means has been charged with one count of Attempted Murder and three counts of Aggravated Assault. (Respective warrant #’s A41332, A41333, A41334 and A41335) Means is currently in the Bell County Jail.
