(CNN) — Charges have been filed against the foster parents of a boy that was discovered handcuffed to a porch with a dead chicken hanging from his neck.
Dorian Lee Harper and Wanda Sue Larson of North Carolina were both charged with several offenses, including inflicting serious injury and intentional child abuse.
Larson, who is a supervisor for Union County Social Services, is also charged with willful failure to discharge her duty as a public official.
Police say they found the 11-year-old boy handcuffed to the porch after responding to an animal complaint at a home next door.
Four other children who were adopted by Larson and Harper were also removed from the home as well.
