Waco , TX — An inmate at the Jack Harwell Detention Center in Waco has been charged with attempted capital murder for reportedly trying to hire a hitman to kill a district judge.
William Phillips was reportedly willing to pay $30,000 to have a judge, who sentenced him to prison, killed.
Phillips has been arrested several times on possession of pornography, indecency with a child, and failure to register as a sex offender charges. Several agencies worked together, undercover, for ten months before charging Phillips with attempted capital murder.
