MONROE, LA (NBC33) — A deputy described the conditions of a home in Monroe as “the worst he has seen any person living in, especially children.” The mother responsible for raising her four children in these conditions was arrested after she was located at a bar.
The Ouachita Parish Sheriff’s Office reports that a deputy was dispatched on Monday, May 27, to investigate a child welfare complaint. He arrived at the home located on Highway 139 shortly after midnight.
The deputy talked with the children, ages 16, 15, 5, and 2, and learned that they were home alone and they did not have any edible food. However, the condition of the home was of greater concern.
The deputy described the home as “deplorable.” He noted that there were bottles of urine, used baby diapers, and fecal matter on the floor of the home. He said it was infested with roaches and other insects and that the smell was the worst he has ever experienced.
The oldest child told the deputy that their mother, Angel N. Smith, 40, had left them at the home at 8:00 a.m. She was located at Scruffs bar in Monroe.
Child Protection Services was called to the home and surveyed the conditions. They also determined the house to be an “extreme hazard.” The agent advised the deputy that Smith was already involved in an open case regarding lack of supervision.
Once Smith was located, she was arrested and charged with four counts of Child Desertion and Criminal Neglect of Family. Additionally, she had two warrants out for her arrest for unpaid traffic tickets.
